Registering a Car in Poland as a Foreigner — Full Document Checklist

Step-by-step guide: documents, costs, timeline, and mistakes to avoid. Everything you need to register your vehicle — without the stress.

Quick answer: how to register a car in Poland as a foreigner

  • Apply within 30 days of buying the car in Poland or bringing it in from abroad. Missing the deadline means a 500 PLN penalty, or 1,000 PLN if you still have not applied within 180 days.
  • Register at the vehicle registration office for your place of residence. Bring proof of your Polish address (meldunek or residence document) and your PESEL if you have one, plus the ownership and vehicle documents.
  • For a standard passenger car with new plates, the fees total 160 PLN. You get temporary plates and a permit on the spot; the permanent registration certificate follows later.

🚨
You have 30 calendar days from purchase or import to register your car. Missing the deadline means a penalty of 500 PLN — or 1,000 PLN if you still have not applied within 180 days (Art. 140mb PoRD).
⚠️
Booking: Many large cities, including Warsaw, Kraków, Wrocław and Poznań, strongly recommend online appointment booking — walk-in capacity is limited or unavailable at many offices, so check your office’s booking page first.

Who this applies to

This guide is for foreigners who own, buy or import a vehicle that needs to be registered in Poland. The documents and taxes can differ depending on where the vehicle came from, who owns it and where the owner resides.

✅ Who Can Register a Car in Poland?

Any foreigner with legal residence in Poland can register a vehicle. Requirements vary depending on your residence status.

Your StatusRequired Residence ProofPESEL Needed?
EU / EEA / Swiss Citizen EU registration certificate (zaświadczenie o zarejestrowaniu pobytu) OR temporary registration (meldunek) Not strictly required — check with your office
Non-EU with Residence Permit Valid residence card (temporary / permanent / EU long-term) + proof of address (usually meldunek confirmation) Usually requested — check with your office
Schengen / National Visa Holder Valid visa + residence registration (meldunek) Usually requested — check with your office
Company / Legal Entity Registered company address in Poland (KRS / CEIDG extract) NIP (company tax ID)
⚠️ Sort Out Residence Registration (Meldunek) BEFORE Car Registration

Foreigners are registered at the office covering their place of residence in Poland and offices usually ask for proof of that address, most often a meldunek confirmation. Register your residence at the local town or municipal office (urząd miasta/gminy) first — it is usually done on the spot or online.

⏰ 30-Day Deadline & Penalties

🚨 Legal Deadline: 30 Calendar Days

The countdown starts from:

  • The date the purchase contract was signed (buying in Poland), OR
  • The date the vehicle was brought into Poland from another EU country, or — for imports from outside the EU — the date it was released for free circulation by customs
❌ Consequences of Missing Deadline

What Happens If You’re Late

  • Penalty of 500 PLN, rising to 1,000 PLN if no application within 180 days (fixed by law, imposed by the starosta’s decision)
  • Driving without valid registration = traffic offence
  • Police may retain your registration document and, in some cases, have the vehicle removed
  • Fines and problems if you are stopped or have an accident
✅ Realistic Timeline

How to Hit the Deadline

  • Days 1–2: Gather documents, order translations if needed
  • Days 3–5: Book appointment online
  • Days 7–14: Appointment → get temporary plates same day
  • Days 14–30: Pick up permanent documents

📋 Complete Document Checklist

Documents are split into two groups: Personal (identity & residence) and Vehicle (ownership & technical). All must be originals or certified copies.

📄 Personal Documents

DocumentWhat to BringNotes
1. Passport / ID Original passport (non-EU) OR national ID card (EU citizens) Must be valid on the day of appointment
2. Residence Proof EU: Registration certificate OR meldunek
Non-EU: Residence card + meldunek confirmation
The address must be within the office’s area — offices usually check your meldunek
3. PESEL Number PESEL confirmation if you have one; if you have no PESEL, the office records your identity document details Commonly requested — ask your office in advance
4. Power of Attorney Written power of attorney (only if someone registers on your behalf); a notary is not required 17 PLN stamp duty, except for a spouse, parents, grandparents, children, grandchildren or siblings

🚗 Vehicle Documents

DocumentWhat to BringNotes
5. Proof of Ownership Purchase contract (umowa kupna-sprzedaży) OR VAT invoice OR donation / inheritance document Must include: full names & addresses of both parties, VIN, date, signatures of BOTH parties
6. Previous Registration Certificate Dowód rejestracyjny from previous owner / country Critical! Cannot register without it — confirm before purchase
7. Vehicle Card Karta pojazdu (if previously registered in Poland) OR Certificate of Conformity / COC (new cars) COC confirms the vehicle meets EU standards for new vehicles
8. OC Insurance Proof of valid third-party liability insurance (OC) Can purchase on the same day at the office, or bring an existing policy. Must be active from the registration date.
9. Technical Inspection Valid technical inspection certificate (badanie techniczne) Needed if a valid inspection is not shown in the registration document or the central register. For a car from another EU country, a foreign registration document or inspection certificate showing a valid inspection can be accepted; otherwise do a Polish SKP inspection.
10. Registration Application Form Completed application form (wniosek o rejestrację pojazdu) Available at the office or downloadable from your city’s website (e.g. wroclaw.pl, warszawa.pl)
💡 Purchase Contract — The #1 Rejection Reason

An incomplete purchase contract is the most common reason applications get rejected. Make sure yours includes: full names & addresses of buyer and seller, 17-character VIN, make, model and year, registration number (if previously registered), sale price, date of transaction, and signatures of both parties. Any missing element = rejection.

🌍 Importing a Car — Extra Requirements

If you’re bringing a car from abroad, you need additional documents on top of the standard checklist, depending on the country of origin.

🇩🇪🇫🇷🇧🇪 From EU Country

Import from EU (e.g. Germany, France, Belgium)

  • All documents from the standard checklist
  • Deregistration confirmation from previous country (Abmeldung — Germany; Certificat de Vente — France)
  • Sworn Polish translations of ALL foreign documents
  • Proof of excise duty payment (or exemption certificate)
  • Previous country’s plates — surrendered at the Polish office
🇺🇸🇬🇧🇺🇦 From Non-EU Country

Import from outside EU (USA, UK, Ukraine…)

  • All EU import requirements, PLUS:
  • Customs clearance document (SAD) — proof of clearance through Polish customs
  • Proof of VAT payment (23% of the customs value plus duty, and normally 10% EU customs duty on passenger cars — paid at customs)
  • Certificate of Conformity (COC) or EU technical standards approval
  • All documents translated by a sworn translator
💡 Where to Find a Sworn Translator

Search for “tłumacz przysięgły [language] [city]” or check the official list at the Ministry of Justice website (ms.gov.pl ↗). Cost: 50–150 PLN per document. Turnaround: 1–3 working days.

📝 Step-by-Step Registration Process

1

Find Your Local Wydział Komunikacji (Transport Department)

You must register at the office that covers your registered residential address — not where you bought the car. Search “Wydział Komunikacji [your city]” or check your city’s official website. Examples: um.warszawa.pl, krakow.pl, wroclaw.pl.

2

Book Your Appointment Online (Recommended)

Most cities use bez-kolejki or e-urząd booking systems. Select “Rejestracja pojazdu” (vehicle registration). Wait times vary from a few days to several weeks in large cities. Some offices still serve walk-ins with limited capacity — check in advance.

3

Pay the Registration Fee Before Your Appointment

For a standard passenger car with new standard plates, the current standard registration charges total 160 PLN (registration certificate/legalisation items, temporary permit and standard car plates). If eligible existing Polish plates are retained, the amount is lower. Pay using the method specified by your registering office and keep proof of payment.

4

Attend Appointment & Submit Documents

Bring every document from the checklist plus payment confirmation. The clerk will check your identity and address, document completeness, and confirm the VIN matches. If everything is in order, you receive temporary registration on the spot.

5

Receive Temporary Registration (Same Day)

  • Temporary registration certificate (pozwolenie czasowe) — valid for 30 days
  • Registration plates with legalisation stickers — issued together with the temporary permit (Art. 74 PoRD); red-lettered temporary plates are only for a separate temporary registration (e.g. export or driving to an inspection)
  • Administrative decision (decyzja) confirming registration is approved
6

Collect Permanent Documents (7–30 Days Later)

Track your status at info-car.pl ↗ by entering your VIN. When ready, return to the same office with your temporary certificate and receive the permanent registration certificate (dowód rejestracyjny). You keep the plates you were given at the appointment and hand back the temporary permit.

Who does not pay: electric and hydrogen cars are exempt (Art. 109a); you also pay no excise when buying a car already registered in Poland, or from a Polish dealer who already paid excise when bringing it in. There is no special exemption for cars with German or Belgian plates.

🔄 Temporary vs. Permanent Registration

AspectTemporary (Red Plates)Permanent (White Plates)
Purpose Bridge period while permanent docs are being produced Standard long-term use in Poland and EU
Validity 30 days Until deregistered
Plate Style Temporary plates have red characters (separate temporary registration only) White background, black text
Issued Same day as application 7–30 days later
Legal to Drive ✅ Yes (Poland + EU) ✅ Yes (Poland + EU)
Special Use Also issued when exporting a car from Poland (30 days to leave the country) Standard registration
⚠️ What If You Don’t Collect Permanent Docs Within 30 Days?

Your temporary certificate expires after 30 days — driving without a valid registration document is illegal. Check info-car.pl ↗ regularly and collect as soon as documents are ready. If you’re travelling abroad, a person with your written power of attorney can collect on your behalf.

❌ 10 Common Mistakes to Avoid

  1. Not sorting residence registration (meldunek) first — Most offices ask for proof of your address, usually a meldunek. Complete residence registration before starting the car process.
  2. Incomplete purchase contract — Missing VIN, addresses, or signatures = instant rejection. Use an official contract template.
  3. Forgetting to deregister the car in the previous country — Poland requires a deregistration confirmation. Contact the previous country’s vehicle authority before your appointment.
  4. No sworn translations of foreign documents — A regular translation is not accepted. All non-Polish documents must be translated by a certified sworn translator.
  5. Expired technical inspection — The car must have a valid inspection, or you need a fresh one from a Polish SKP station before registering.
  6. No proof of payment — The office will not process your application without confirmation of the registration fee being paid.
  7. Missing the 30-day deadline — Start the process immediately after purchase. Fines and legal complications are not worth the delay.
  8. Thinking a tourist visa is enough — You need legal residence and an address in Poland. Short tourist stays generally do not meet the residence requirement for registering a car here.
  9. Not calculating excise duty in advance — Importing a car almost always means excise duty. Calculate the cost before purchase to avoid a nasty surprise.
  10. Going to the wrong office — You must register at the office covering your residential address, not where you bought the car or where the seller lives.

✅ After Registration — What’s Next

Recurring Obligations

📋 Annual

OC Insurance Renewal

Renew before expiry. Having no valid OC insurance on a registered car (even if parked) costs a UFG charge of up to 9,610 PLN in 2026 — 1,920 PLN for a gap of up to 3 days, 4,810 PLN for 4–14 days (Art. 88 Compulsory Insurance Act) and full personal liability for any damages caused.

🔧 Technical Inspections

MOT / SKP Schedule

  • New cars: first inspection before 3 years from first registration (Art. 81 PoRD)
  • Second inspection before 5 years from first registration (and no later than 2 years after the first)
  • After that: every year (LPG-powered cars and taxis: every year from the start)

Moving to a Different City

⚠️ Update Registration Within 30 Days of Moving

If you change your residential address to a different city, you have 30 days to update your vehicle registration at the new Wydział Komunikacji. You pay for a new registration certificate (from 54.50 PLN). You keep the same licence plates.

Selling Your Car

💡 Your Obligations as Seller

The buyer has 30 days to re-register the vehicle in their name. You must hand over: the registration certificate, vehicle card, and the signed purchase contract. Notify your local Wydział Komunikacji within 30 days that you have sold the car. Missing this deadline carries a fixed penalty, and it protects you from fines issued to the new owner that could otherwise be linked to your details.

❓ Frequently Asked Questions

Can I register a car without a PESEL number?

EU citizens: Yes — you can register initially without a PESEL and add it to the system later. Non-EU citizens: A PESEL is commonly requested but is not the legal basis of registration. If you don’t have one, ask your office which identity and address documents it accepts.

Can I drive in Poland on foreign plates?

Temporarily (tourists / business visitors): Yes. If you are a registered resident in Poland: No — once Poland is your place of residence, a car you use here should be registered here within 30 days. Short visits on foreign plates are fine; if you split time between countries, check where your normal residence is.

What if the previous owner lost the registration certificate?

The previous owner must apply for a duplicate registration certificate (wtórnik dowodu rejestracyjnego) at their local transport office before the sale. Cost: ~50 PLN; turnaround: 1–3 days. Without this document, registration is impossible — no exceptions. Always verify before finalising a purchase.

Do I need a Polish driving licence to register a car?

No. A foreign driving licence is sufficient for registration purposes. Separately, an EU licence stays valid in Poland, while a non-EU licence can generally be used for up to 6 months from the start of your residence; after that you need a Polish licence. This does not affect vehicle registration.

Can someone else register my car for me?

Yes, with a written power of attorney. A simple written power of attorney is enough; a notary is not required. Stamp duty is 17 PLN, except where you authorise a spouse, parent, grandparent, child, grandchild or sibling. Your representative brings it along with all required documents to the appointment.

What happens if I miss the 30-day deadline?

Penalties: A fixed penalty of 500 PLN, or 1,000 PLN if you have not applied within 180 days (Art. 140mb PoRD). You still have to register — the fine does not exempt you from the obligation. If stopped by police, you also risk a fine and retention of your registration document. Register as soon as possible even if you are late — the consequences of continued non-registration grow over time.

I bought from a private individual — do I need a VAT invoice?

No. When buying from a private person, a purchase contract (umowa kupna-sprzedaży) is sufficient — a VAT invoice is only required for purchases from a business or dealer. Ensure the contract is complete and signed by both parties, as it is the key document for registration.
